Ilie Ceban criticizes the bill proposed by Lilian Carp: Populist and poorly prepared actions

Vice Mayor Ilie Ceban made critical statements regarding the bill proposed by Lilian Carp and Vasile Grădinaru, which he categorized as populist and poorly prepared actions. Ceban highlighted the fact that, in recent years, the two politicians held all the levers of power in the state, including ASTS, the Prosecutor’s Office and the police, thus having the opportunity to intervene in the control of construction works in the municipality and even in the entire country.

The deputy mayor emphasized that Chisinau City Hall was not involved in issuing permits for unauthorized constructions in the past and, on the contrary, managed to receive several blocks of flats built without authorization many years ago. He mentioned that during the four years of his mandate, no permits were issued for unauthorized constructions, nor for annexes or illegal attics.

Ceban brought up several examples of unauthorized constructions, including the housing block at Alexandru cel Bun 115, where more than 150 families invested money, but the construction was not properly authorized. The vice mayor specified that these problems are the result of past actions and are not related to the current activity of the Chisinau City Hall.

Referring to the bill proposed by Mr. Carp and Mr. Grădinaru, Ceban criticized the fact that they did not concern themselves with identifying solutions to solve people’s problems, but wanted to tighten the sanctions. He stated that the PAS party brought the people affected by the unauthorized constructions to the Municipal Council in an attempt to hold the City Hall responsible for issuing the unauthorized documents. The deputy mayor considered this action populist and rude, because the City Hall cannot issue illegal documents.

Finally, Ceban requested the Parliament to find legal solutions for the completion and reception of unauthorized constructions, suggesting that derogations from the law and special exceptions can be made for these situations. The vice mayor concluded that the actions of politicians Carp and Grădinaru are populist and that solutions must be found in a legal and responsible way, avoiding the transfer of responsibility to Chisinau City Hall.

Today, as I said at the Municipal Council, the PAS party brought the people and they tried to blame the town hall for issuing unauthorized, illegal documents in order to authorize the illegal constructions. So we see a populist and rude action by the authorities, because you cannot, knowing that it is an illegal action, put your shoulders

The city hall cannot issue documents illegally and I have said this every time and I have suggested that Parliament can make derogations from the law and could propose to these people and propose solutions to them to make a derogation, an exception of to the law. If Mr. Carp and Mr. Grădinaru are so brave and undertake this”.
